Does a Designated Substance Survey apply to a cutting job in an occupied building?

A cutting job can disturb coatings, finishes and concealed materials as well as concrete. Identify the affected materials and obtain appropriate professional assessment before disturbance, whether the building is occupied or empty.

Ontario occupational health and asbestos requirements depend on the project, the material and the parties involved. Occupancy and building age alone do not establish an exemption or prove that work is safe.

Start with the affected materials

Give the assessor the proposed cut lines, surrounding finishes and access to the work area. A report covering a different room or a narrower previous renovation may not address what this job will disturb.

Share the resulting information with the constructor and relevant trades before agreeing the removal plan. The Ontario guidance linked below explains designated-substance responsibilities under section 30 of the Occupational Health and Safety Act.

Resolve suspect materials before cutting

Concrete dust, suspect asbestos-containing finishes and old coatings need different assessments and controls. Do not identify a substance by its appearance or sample it casually. An appropriately qualified professional should determine what investigation and specialist handling are needed.

Plan for people using the building

Occupants need a safe separation and access plan. Remaining in the building depends on the assessed work and controls; sealing a doorway alone is not proof that occupied areas are protected. Review building management requirements and any temporary arrangements before scheduling.

Bring the information to the site review

Have the relevant survey or material report, proposed opening and retained-area plan available. We review these with the scope for concrete cutting, commercial strip-outs or selective demolition.

Is the building age enough to decide?

No. Materials, alterations and the work proposed matter. Age helps inform an assessment but does not prove that an area is free of hazardous substances.

Is hazardous-material removal part of the demolition enquiry?

It is not assumed to be included. Identify any specialist assessment or removal and the responsible contractor before agreeing the demolition scope.

Can people remain in the building?

The assessment and work plan determine this. Discuss separation, access, building management rules and temporary arrangements with the responsible professionals.
